Subject: Snowy Plovers @ Oyhut?

At Ocean Shores on 12 March I found signs at Oyhut (as well as at Damon
Point) declaring that the eastern 1/2 or so of the sand spit that
separates the "lagoon" part of the game range from Grays Harbor is
closed for protection of Snowy Plovers from 15 Mar to 31 Aug. Does this
indicate that the Damon Pt SPs had a good '93 and now need some elbow
room? Or (more likely) is it something else, e.g., an attempt to get
some birds to nest on Oyhut, which has less human visitation than
Damon Pt, hence fewer enforcement problems?
Also, does the closed area include the intertidal zone? (It wasn't clear from
the placement of the signs)
