If I understand this strange and wondrous law, you can swat 'em but you
can't catch 'em in a net and put 'em in a jar! If I ever want to collect
dragonflies again in a national park, I guess I could just smash them out
of the air and complain that they were bothering me. Then I'd pick them up
and put them in a jar clearly labelled "garbage; for disposal of noxious
insects." No problem if you work *with* the authorities.
