During winter, Rosy finches are probably most easily found in the Columbia
Basin rather than in the mountains. I've had them several times this winter
along highway 2 within 10 miles west of Coulee Dam (not Grand Coulee Dam) as
recently as yesterday (12/28)and along the cliffs just north of the community
of Soap Lake (300+) along the shores of the lake of the same name. Andy
Stepniewski reported a flock of several hundred Rosy Finches just east of
Oroville (I think) on the road to Chesaw.
