"Recreational" uses always seem to take precedent over wildlife uses.

Here in Wenatchee we used to have some magnificent habitat at the
confluence of the Columbia and Wenatchee Rivers. However, in the name
of mitigation for lost recreational opportunities due to the building
of the dams, most of the area was turned into lawns (goose pasture).
We now have magnificent tennis courts, soccer and baseball fields, and
a new state park campground. A small area was fenced off for wildlife
(it's too wet for other development). To their credit thay also developed
a natural area, which has become an area for jogging and walking dogs.

The Chelan Co PUD, then had to set aside money for mitigation for
wildlife to makeup for the habitat lost by the park development.
Last I heard the money went to restore game habitat lost in the 1989
Swakane Canyon fire: a lowland for upland swap.
