On Sunday, while searching for the Emperor Goose in the
Everett area, Burt Guttman reported what appeared might be
illegal construction or filling in a wetland.

I have provided a copy of his report to the Shorelands Program
enforcement officer at the Department of Ecology, Olympia.
Depending on what's going on, it could be a federal (Corps),
state, and/or local regulatory violation, or none at all.

Typically we solicite the local government with jurisdiction to
take action. If that fails we may take it on ourself. If it's a
marine shoreline or riverbank violation, we share the
information with the Department of Fisheries and Wildlife for
enforcement under the Hydraulics Code if that's also being
violated.

Incidentially, the current version of state Regulatory Reform
that's being proposed would remove enforcement of the Hydraulics
Code to local government, leaving little authority with the
Department of Fisheries and Wildlife.
