One of MY favorite places is at Yaquina Bay, a little high spot in
the bay into which shorebirds come to feed during higher high tides,
before roosting in the grass. I like to sit there an hour or so
before high tide, and if one is still and patient peeps will come
to roost within about 15 feet of you (I know because my 600mm lens
+ extension tube only focuses that close). After you've been there
a while, you can slowly move about (keeping low and slow!) without
flushing them.

Sort of like a micro-Bowerman's Bay - much fewer birds, BUT, whenever
I've done this I've been alone.

Hmmm... sitting at Bowerman's would be great if I could only figure out
how to be there alone during peak tides! Actually, it's OK even
with the crowds but my sittin', lookin', shootin' and thinkin' times
are more enjoyable alone. Or (ahem) with possibly one other person...
