I know it's considered radical in current times, but the toughest license
to get should be the one to allow having a child. And even more
radical: Every kid should be wanted, planned for, and given
opportunities to be a whole human being. Someone had mentioned tax
dis-incentives for child 2 or 3. I believe that Singapore does have such
incentives in place to discourage additional children. They also have
much less crime and a relatively clean environment, at least they did a
few years ago. Maybe the pressure of the world is closing in on them,
too.
