Not sure of current status. College educated women were given certain
advantages for having extra children,
less educated women were paid to be sterilized.

add to that some social engineering forbidding marriage between people of
differing iq levels (i presume they had prescribed ranges) and more recently
caning. as always imposition of some things will result in restriction of
freedom of some other things and usually these measures have been pretty
successful in dictatorships/miltary rules.
