Yes, Singapore was one of a long line of states to expose Eugenics
as a way of improving the population.

Stephen Jay Gould mentioned this in his New Yorker article rebutting
"The Bell Curve", I believe. If not him, a psychometrician who
skewered TBC's statistics in exactly the same fashion Gould did wrote
it (I've got both essays, and the line of attack is both obvious to
anyone knowing a bit of statistics and is carried to the same conclusion,
so I may have confused which one carried the reference to Singapore).
