Of most help would be specific suggestions as to what works in the

act as it is, how private property owners interests should be
considered, how to protect species (one by one or looking at
larger landscapes, habitat conservation plans. As Mitch Friedman
stated in reponse to Linda Smith's request for the above, it is
difficult to take a problem and turn it over to a bureaucracy.
There needs to be an overall plan and there needs to be a
mechanism to look at situations on the ground one at a time.
