Caspian report: Everett and Padilla

Everett: John Flavin reports only FOUR juveniles in the Everett area for the
1995 season. An estimated 2,500 young were raised on the Navy base in 1994.
Obviously, the Navys displacement program was successful.

Padilla Bay: John also told me that Caspians nested somewhere in the Padilla
Bay area, raising 700 young. His source is Ruth Milner (sp?) with WDFW. This
site, I believe, would be a new colony for the state.
