It depends on the group, and whatever is decided becomes part of
the hierarchy's charter - not that may people pay attention anyway.

One thing to keep in mind - this list is run on a UW machine, who
is donating space and CPU time to keep it going. The U may have
some guidelines/restrictions on the kind of activies permissable
on lists it allows to be run by their listproc system.
