I've seen similar concentrations of kestrals in the Grande Ronde
Valley of eastern Oregon, about this time of year. I've presumed
they're staging prior to migration. When I first noticed this, we
counted a couple of hundred in 15-20 miles, just on the power lines
by the side of the road!

We start seeing kestrals migrating in the Goshute mountains about
this time of year, but not in large numbers - they start moving
in numbers about a week from now.
