I lived in the Sacramento area during the 60s when the kite populations
were beginning to explode. The bureaucracy of the Christmas Bird Count in
New York refused to admit that the Sacramento CBC could report 25 kites.
They said we must be counting gulls or something. Unfortunately Sacramento
also led the nation in "Marsh Hawks" in those years.
