I'm not sure flocking is the right word, a "loose association of individuals"
might be better :-). I've seen groups of flickers (5-10) moving through the
canyons in eastern Washington in the Fall, obviously migrating together,
though most often it's 1-3 birds.

I suspect large numbers of birds would concentrate where food sources are good.
