GRAZING ACTION ALERT!!

SAVE OUR FORESTS AND RANGELANDS FROM S. 852!!

The Senate is poised to vote within the next few days on S. 852, a bill
threatening the future of over 250 million acres of our nation's public
rangelands, National Forests and National Grasslands. Your help is
needed to stop this damaging legislation and its short sighted
provisions jeopardizing the public's rangeland and National Forest
resources -- wildlife, fish, recreational, wilderness, archeological,
and other. Please call or write your Senators IMMEDIATELY and urge them
to oppose the Public Rangelands Management Act of 1995 (S. 852).

Although the Senate will vote on a nominally "revised" version of S.
852, this "new" bill -- like its predecessor -- is fatally flawed in
every fundamental respect:

1. S. 852 prevents meaningful public participation in key elements of
range management on our National Forests and public lands. S. 852
mocks the public participation process by allowing the Forest Service
and BLM to inform the public of certain range management decisions, but
preventing legitimate public interests (wildlife , fish, recreation,
etc.) from commenting on or protesting these decisions. Under this
legislation, the public won't be able to participate in the development
of allotment management plans, or during the issuance, renewal, or
modification of grazing permits.

2. S. 852 undercuts sound, science-based, range management by
circumventing the National Environmental Policy Act (NEPA) for on-the-
ground grazing actions, permits and leases. This NEPA circumvention
eliminates an important tool for protecting fish and wildlife habitat
and other rangeland resources and balancing the many legitimate uses of
our public's rangelands, including: hunting, fishing, hiking, etc.

3. S. 852 creates obstacles to balanced and professional agency
management of the public's rangelands. This legislation so complicates
the rangeland monitoring process that it becomes an impediment to
responsive range management, instead of a tool for wise resource use and
conservation. In addition, the bill greatly increases the burden on the
Forest Service and BLM to establish violations of the grazing program,
then makes it virtually impossible for the agencies to take enforcement
action once violations are identified.

S. 852 strips the National Grasslands from the National Forest System
and may remove them from Forest Service management. The bill subjects
the National Grasslands to separate regulations, while eliminating
public participation and slanting the management process toward
commodity uses of these valuable rangelands. The National Grasslands
were created for conservation purposes, and now provide vital habitat
for wildlife and fish.

These and other problems demonstrate that this legislation is still best
described as "anti-environment, anti-science, and anti-public."

"No" on S. 852!
