Unfortunately, though the ruling went against the administration
the court, I think, made the right call.
It was Clinton who screwed up by signing the rider.

Uhhh, as I said in my other post (which perhaps hasn't reached you)
this is only the second most odious provision (well, one of a
set of second most odious provisions:)
The MOST odious provision is that the bill then goes on to define
"known" in a way that tosses out all but a handful of known nesting
sites, politically rejecting the existing survey protocol.

I think that's THEIR view, as well. They admitted as much when
Clinton began mouthing a bit about wanting to get it repealed.
Though it took Elizabeth Furse to actually get the ball started,
and thus far Clinton's not done anything visible to help her.
