To put these numbers in context, my recollection is that the Recovery
Plan calls for an average of 1.0 young raised per nesting attempt,
right? (correct me if I'm wrong). In Oregon, at least, the state
was divided into several regions and a large percentage of the regions
needed to reach that goal to meet plan, on those rare occasions
when there's a federal budget and the birds are hard at work :)
