I hope Im not backtracking, having missed some previous scintillating
discussion, but...

First, how is a citys official anything chosen?

The usual answer is by fiat. Seattle dropped its Jet City and Queen City
monikers for Emerald City (yuk!) simply because the chamber of commerce
announced the change.

Therefore, if tweeters announces the official city bird, it become fact.

Second, what is the criteria for picking a bird?

Is it aspirational? (Mongolian Plover)...Emotional? (Peregrine)...Promotional?
(Seahawk, presumably Osprey)...Historical? (California Condor???)...Or
quantitative? (House Sparrow).

My vote is for Crimson-fronted Parakeet -- which, incidentally, I havent seen
around their usual Maple Leaf haunts since May or earlier.
