I don't recall at this point the details of your first description, but
your last post makes me wonder whether there's any chance you were seeing
a Short-eared Owl? Your impression of face rings, and a prominent yellow
eye... The Short-eared Owl "makes like" a Harrier in the same habitat,
and I don't believe it would be the first seen at Montlake Fill.
