The Woodland Park Zoo has very small "fences" along the pathways with
signs that state something about by respecting small fences, they won't
have to put up larger ones. I was a docent there for several years and
most people seemed to respect the small fences. I think part of the
problem with the fill is that other than the main center trail, the other
trails do not seem like they are "official" trails -- they are not gravel
or wood chips.
