Is there any hope of getting the management of the fill transferred

some other agency or organization? SAS or WOS? Will any kind of
lobbying work?

Through the late eighties and early nineties Ken Jacobsen annually
introduced legislation in Olympia which would have transferred
jurisdiction for the fill and adjacent somewhat natural areas to the
state Department of Wildlife (or whatever they are called at the
moment). Many of us enjoyed the annual trek south to testify and
listen to Urban Hort cringe at the concept of open grasslands and
ponds, the water-skiers whine about protecting their
shoreline-eroding hobbies, and Wildlife whimper about lack of
funding (and interest). Every year the bill passed but never the
funding, so Ken gave up and passed the baton back to Urban Hort two
years ago when new leadership there showed promise of some
enterprise. I remain hopeful.
