I think that would be a safe bet. However it may be that the bands were
issued a long time ago and only used recently. I know I have some 'J' size
bands back home which I bought when I first got my licence - just in case I
caught a grey heron or pink-footed goose. Sadly 'twas not to be - yet :-)
A good tip for reading band numbers is to reading the sequence 'forwards' ie
828-...., then read it backwards, ie ...., 8, 2, 8. This should get over the
problem of misreading - which happens a lot.
