Surely they were gunnels, quite elongate little fishes in the genus
_Pholis_, family Pholidae, related to the much larger group of blennies.
Several common species in this area are green (or other colors, apparently
depending on diet!), they live under rocks or in crevices, and apparently
they are common prey of both herons and diving birds. I've watched Pigeon
Guillemots bring them in one after another to their nests.
