Azure Skye writes re. Black-shouldered Kite:

To be more precise, there have been at least three single-person records of
Black-shouldered Kite from the area around Highway 99 (extension of I-5
into Canada) within 15 km of the US/Canada border over the past five years,
all rejected by the BC Field Ornithologists Bird Records Committee due
solely to they being single person records.
