We'll I suppose you could discuss this point with the police when they come
to arrest you for voyeurism :-))

Seriously though, I would either get permission from the manager/security
people or get a really, really good hiding place from which to peer - a car
might be a good start. There is an obvious danger with the latter should you
be discovered.

A good tactic is to make it abundantly clear to anyone watching that it is
birds you are looking at, not humans. Not being single is a good start. Point
at birds on the lawns, in trees etc.

DO NOT, UNDER ANY CIRCUMSTANCES:

a) Wear dirty raincoats.
b) Hide (badly) amongst bushes.
c) Forget to shave before going out.
d) Leave your ID at home - helps when dealing with police.
e) If you forget d) - do not try and run away.
f) Go out on a sunny day when members of either sex may be sunbathing.
g) Forget things which will establish your credibility as a birder with the
police. Being a card carrying member of SAS or some such will help.

etc, etc :-))).
