This damn (oops, dam, feeling freudian today) is mentioned in draw-down
programs for salmon, but I can't recall any such program for sturgeon,
anywhere.

Sure you've got the right species of fish, here?

If it is the salmon issue, not sturgeon issue driving this I think you'll
find that the run in question is the Salmon River run, which is in
real peril of near-immediate extinction.

Not to say that levels at the marshes you described shouldn't be
considered, or aren't valuable, simply that triage may tip the
scales in the direction of the fish recovery program.
