This from Phillips' Washington State Place Names (1971 UW Press):

"Tokeland, TOHK-luhnd (Pacific). The town on the northern shore of
Willapa Bay and nearby Toke Point were named for Chief Toke, who was
reputedly the town drunk, the region's fastest canoe paddler, and a
garrulous source of Indian legends."
