I was just reading the Washington state hunting regulations. Lots
of regulations about game birds, exotic birds, protected birds, etc.

Only four species are non-protected. House Sparrows and Starlings
and be killed any time, for any reason.

Magpies and crows can be shot only 'while in the act of depredation.'
