Two resources we checked (Encyclopedia of N. Amer. Birds, Terres, and Cavity
Nesting Birds of North american Forests) say that Downy Woodpeckers excavate
fresh holes for their winter roosting place.

The Birder's Handbook says that they excavate a new hole yearly and that
they excavate a winter roost. It also says that they occaisionally use a
birdbox for a roost but not for a nest.
