It may be a different gadget; but it sounds like a propane cannon. They're
used a lot at vinyards to scare off robins when the grapes get ripe. It's
just a tube with a propane tank and regulator/igniter. A tiny bit of
propane is injected into the tube and ignited. It's usually put on a timer
to go off every 2 or 3 minutes. It makes quite a noise and usually works on
the birds for a week or so. After that it's pretty much ignored.
