Senator Chaffee, from ... Vermont? ... comes to mind as being one
who has been willing to lodge protests against his party's leadership
in regard to such issues.

However, the leadership has delegated the issues to the Western
junta (Hatfield, Gorton, etc), and Hatfield in particular has the
Senority and Committee Chairmanship to take vengance against those
who disagree.
