I would suggest getting some clay mixed in with the sand or soil with more
clay in it and make it available to the birds not too far from where they
are nesting, perhaps in the form of a mud puddle or wheel barrow. I know
there are places on Whidbey where there is a lot of clay in the soil. The
state park on the west side of the island has bluffs that are very heavy
in clay in places. Don't know if it will work, but it's a suggestion.
