Subject: Bald Eagle with patagial marker

We found a Bald Eagle at Goldstream Provincial Park, 17 km north of Victoria on
Sunday 1 December. It was an immature bird with red/orange patagial markers on
both wings with the number 53 on it. Does anyone know who is marking Bald
Eagles, and where this bird might have come from.

In addition to the marked bird there was also an immature Golden Eagle, 69 other
Bald Eagles, a female Rusty Blackbird, a " Slate-coloured" Junco, and enough
immature gulls to keep us arguing for several hours.
