It's possible that everyone interested in the marked bald eagle at
Goldstream Provincial Park north of Victoria has found at where it
came from. Mary Gustafson at the Bird Banding Lab said she had received
more than a few reports of it. However, for other who might be interested,
the subadult bald eagle with the orange patagial markers with the number 53
(thanks Bryan Gates and David Fraser for the posting) was marked as a
nestling in California. The researcher has been marking eaglets in Los
Angeles, San Bernadino, Shasta, and Trinity counties.

Apparently there is a "k" on each patagial marker as well but it is small
and may be covered up by feathers under some conditions.
