As to the issue of government dogma vis-`-vis dike breaching at
Nisqually, perhaps we should look to the Spencer Island example
which involved county, state and federals in a kind of
environment-sharing approach. Namely, the south one-third of the
island is tidal flooded by dike breaches -- primarily for fisheries,
while the north two-thirds was left "sort of drier" for duck
breeding. They tossed in "shorebirds" promotion because they noticed
our enthusiasm. The breaches have been bridged to keep the
walkie-talkies happy. My only gripe ("which may not hold water") is
that the feds insisted on digging zillions of channels throughout
the "dry" side so the fishies could get out. However, these ditches
make walking around the dry side a pain, and no one ever explained
how these wayward fishies were expected to get through the tide
gates built into the cross dike.
