Regarding the copyright question, it depends upon who owns the right.
I'm not familiar with the piece you're referring to. If it appeared in a
magazine, it, most likely (depends entirely upon the magazine), was
purchased by that magazine on a one-time printing right basis. If that's
the case, you'll need to contact the author for permission to reprint. If
it's a technical or journal article, most likely the publishing entity
holds the rights.
