There is a proposed (is this a given?) change in the wind for ESA =
protection for the Spotted Owl.
The US Fish & Wildlife Service Region One web-site at:

gives information on "An Environmental Alternatives Analysis for a 4(d) =
Rule for the Northern Spotted Owl. This is 'way too long to re-post =
here, and I haven't yet taken the opportunity to read and digest the =
whole environmental analysis for myself. However, it appears that this =
rule is a consequence of the Forest Plan and maybe the Recissions Act =
(?).
In their "preferred alternative", much non-federal forest land in =
Washington and California will be released from incidental take =
prohibitions.
The public comment period will be open through April 7, 1996. =20
I think it might behoove us to Read, Discuss, and maybe get Active... =
If anyone has more information and could summarize the effects of this =
rule change, I'd be interested in hearing it. Might even write another =
letter.
