Subject: white-headed vultures

Steve,
Robb and I saw a subadult Bald Eagle with red patagial markers (1 on each
patagium) on 16 February 1996. It was second or third plumage class (white-belly phase I or
II). We saw it at 1515 flying south-west over I-90 at the Elk Heights exit, 15
miles west of Ellensburg, Kittitas Co., WA, aprox. 150 meters above the
ground. We were not sure of the proper authority to report the sighting to, so our hope is that you do.
