Dennis,
The bird maintained the same plane but the reversing occurred so rapidly that
the bird appeared to be spinning. The acitivity went on for about ten minute
in two roughly equal sessions of five minutes each with a bout a 30 second
break while the bird went deeper into the brush and came back to an adjacent
branch of the cedar.

Thanks for the information on the grebe commensual feeding. I assumed it was
something like that. It is similar to walking through a field or woods
behind another birder and watching the birds move after the human has passed.
