Richard, You could try:
1- anywhere along the Trans-Canada Hwy through Yoho or Banff Nat' Parks.
Especially near alder or willow thickets in valley bottoms; they are possible.
If you don't ski, I think snowshoes would help. I believe one is unlikely to
come across White-tailed Ptarmigans in winter in our neighborhood if your
trying to do it by car.

2-The Bow Summit CBC regularly get Wt Ptarmigan. The Banff-Jasper Hwy goes up
into winter habitat, but I believe skiis or snowshoes wouldstill be necessary
to get to the many willow thickets along the way.

3-Closer to home, one could snowshoe up the Chinook Pass Hay from the eastside
gate which is closed at Morse Creek in winter. Ptarmigans are regularly seen
from the hwy in winter by x-c skiers along this road once one reaches the slide
area where mtn ash, alders and willows occur. Watch out for avalanches... GOOD
