If you're using Netscape, go to the "file" thingy at the top of
the screen and use the "open file" option to open your local
file. The "open" thingy at the top is mapped to "open location".
This is for URLs, "open file" for local files.

Netscape slurps up .gif files like kids slurp candy on halloween...
