For the general interest of CBC participants in Oregon and
Washington, here are the results of voting by the 1996 CBC
records review team. As you may know, each year I ask four
observers from Oregon and four from Washington to jointly review
the documentation submitted with each yearUs Christmas Bird
Counts in my two-state editorial region. In order to be accepted
a record must receive a majority of the votes cast, that is, at
least five votes if there are no abstentions. Observers may not
vote on their own records and count compilers may not vote on a
record from their own count. Also, reviewers may abstain if they
wish owing to unfamiliarity with a species in a given situation.

The quality of this yearUs reports was generally better than in
previous years. A few records that had good photographic
documentation (e.g. BullockUs Oriole at GrayUs Harbor) were not
circulated. Likewise, very rare birds with no documentation at
all were removed by the editor (me) and not circulated. There
were only a few of these. There were also situations in which a
bird (e.g. White-throated Sparrow) had details submitted when
they were not necessary, and these were not sent around.
