What was the shape of the bill? What was the color of the "streaking"?

Just from what you posted the bird sounds like a canary, at least part
red-factor (Red Siskin). Canaries are not uncommon escapees, and a male
with some Red Siskin in its pedigree can be quite orange. Also, Canaries,
especially domestic varieties, can have variable amounts of brown
steaking, most commonly on the nape and flanks.

Another possibility is an orange male House Finch. Male House Finches can be
quite variable in color of forehead, chest and rump- pale yellow to orange to
raspberry-red. They seem to be most variable in their native California range,
and in the introduced populations on the Hawaiian Islands (derived from
California?). However, I've observed both yellow and orange males in the
Puget Sound area. House Finch males also have heavy brown streaking on
their nape and flanks, and their backs are also brown with some streaks.
