All the recent comments about bear baiting and hound hunting warrant a =
comment- I suggest most of you take a few minutes and read the =
following:=20
1)a recent copy of the WDFW game pamphlet, 2)the DEIS on bear hunting in =
Washington put out by the WDFW. (one on cougar will be out shortly...)
Washington state has thriving populations of BOTH bear and cougar- =
according to the WDFW the populations are on the rise... We live in a =
forested environment on the East-side of the state and had cougar in our =
back-yard this last winter. The number of attacks on humans, livestock =
and family pets in this area is on the rise. (Some of our neighbors =
have lost pets off their back porches!) Being the smallest western =
state with the 2nd largest population we have to manage the populations =
of some animals in order to reduce human/animal conflicts. The WDFW has =
hunting of both bear and cougar strictly regulated. I-655 cripples this =
regulation. =20
Baiting: In Washington, bait is restricted to organic material like, =
orchard ground fruit. Prepared foods are illegal to use. Bait cannot =
be placed within 50 yds of water or within 200yds of any road open to =
vehicular traffic or any publicly maintained trail, or within 1/2 mile =
of any campground, dumpsite, or picnic area. Bait cannot be placed in =
an area until 5 days before the start of season and a bait site must be =
cleaned and returned to it's natural state within 48 hours of the end of =
the season. Don Baccus was concerned about attracting bears into public =
areas... these laws are designed to avoid those conflicts. If you =
remove the only effective means of controlling bear populations, =
human/animal conflicts will increase. Bear baiting helps to reduce =
these conflicts. Following all these regs is not an "easy score" on a =
bear. Many animals are nocturnal in their movements and never even seen =
by the hunter. Baiting is extremely selective... sows with cubs and =
young animals are simply not shot. How is bear baiting any different =
than using a worm for fishing? On this side of the mountains, farmers =
encourage hunters to take deer and elk in areas where they have been =
causing agricultural damage- damage that the state pays for if the =
animals aren't "thinned out". How is shooting a deer over an alfalfa =
field any different than baiting?=20
Hound hunting: Hound hunting for cougar is strictly regulated by a =
limited number of tags in certain game management units. Humans have =
used canines to hunt wildlife since their first domestication. Hounding =
is quite simply- the ONLY effective means of managing cougar =
populations. I-655 offers no alternative means of management because =
there is none. Hounding is selective in the sense that if you tree a =
cougar with young you simply leave the area...=20
The ironic part of I-655 is that hound hunting will not be banned by it. =
When the WDFW needs to remove "nuisance animals", they will hire hound =
hunters to find and remove the animal. Instead of being a revenue =
source, the control of these animal populations has now become an =
expenditure. Why pay for something when you can get paid to accomplish =
the same end? It doesn't make sense.
Money- According to the bear DEIS, if hounding and baiting is banned in =
WA, approximately $500,000 in state revenues will be lost. This amount =
will be greater with banning cougar hunting.
If I-655 Passes: 1)Human/wildlife conflicts will increase due to =
increased numbers of cougar/bear. 2)Money from other wildlife programs =
will be diverted in order to manage "problem" animals. 3)Hounding will =
still continue except as an expenditure instead of a revenue source.
Many well meaning people do not realize the ramifications of this law... =
If you live in metropolitan areas you may not experience these animals =
on the daily-weekly basis that we do- educate yourself about the issues =
before making your decision...
