Also, around the time of the bill Don's been talking about, there was a
sudden increase in cougar sightings. Some of which ODF&W was able to
substantiate and some they were not. However, this makes one wonder if all
reported sightings are truly sightings. Sort of the same situation as the
salvage logging of burned woodland - ie fires being set on purpose to
provide timber.
