Go north, young man. Bohemians are rare and perhaps irregular breeders in
the mountains on the northern border of the state (I saw them near Rainy
Pass one summer). The chances of seeing them in Washington in summer are
VERY low, but they become increasingly common as you go up into the boreal
forest.

Or go east, young man. They are fairly common in the cities and towns of
eastern Washington most winters. Just drive around and look for trees with
fruit on them. This is a time when you can often see both species of
waxwings together.
