She's diving for food so will continue making short stops at the surface
until she's full. Then she'll float for awhile in the company of other
ducks. Ducks are very buoyant so it's somewhat of an effort for them to
remain under water. I think they often bob back to the surface unintentionally!

But, since they don't hold their breaths for long periods of time like
cormorants, they must resurface for air fairly often.
