Strait may make land fall at a point where there's no land access.

Bryan, what do you think of the idea of putting observers on a number of
boats, chartered or volunteered, commercial, nilitary, or private, to have
an observer-chain long enough to cover the inaccessible areas? Since the
vast majority carry radios, your communications needs would be met. If this
is unfeasible, it may help to solicit the observations of the many fishers
that work in those waters; some of them are acutely observant.
