RE: MARINE WATERS & SALMON HABITAT PROTECTION INITIATIVE

Today, March 26, People For Puget Sound filed a Marine Waters & Salmon
Habitat Protection Initiative with the Secretary of State.

This is a citizens initiative to the 1997 state legislature that calls for
better protection of Puget Sound and coastal marine waters from oil spills
and pollution. It also calls for offering property tax reductions as
incentives to protect and restore salmon stream habitat.

We are filing this initiative on behalf of many endorsing groups and
individuals because the state must take real action and move forward rather
than backwards to protect our fish, shellfish and sealife. The legislature
last session failed to move forward with the marine waters protection agenda
issued by a broad coalition of industry, tribal, good government and
conservation groups and individuals.

The initiative calls for citizen oversight of a fully funded pollution
prevention and cleanup effort in Puget Sound and coastal marine waters and
for state and local government compliance with water quality plans. For
salmon, local governments will offer property tax reductions as incentives to

protect and restore salmon stream habitat. An independent oil spill
prevention program will be continued and fully funded by taxes on oil
shipment and transport, a rescue tug will be stationed at the entrance to the

Strait of Juan de Fuca, and offshore oil drilling will be banned.

A formal filing ceremony is scheduled for April 5 when the initiative is
filed with the state Attorney General. You're invited to show your support by

cheering; let us know and we'll send you details.

The initiative campaign will begin on or around Earth Day weekend, April 20.

A goal of 225,000 signatures of registered voters (182,000 valid signatures)
must be met by December 1996 for the measure to go to the 1997 legislature.

do so before April 4 by contacting People For Puget Sound. To many of you who

have provided valuable comments during the planning process, thank you! To
the many activists and friends who have indicated their willingness to gather

petition signatures and/or donate money, thank you. Now the work begins in
earnest.
